Should i code a home page in CSS and HTML?

does this forum support the addition of a portal? its a basic home page for forums.

Portals are fun! Lol. I have my own forum. I don't think I will release it. I'm not for taking glory especially one I moderate.

Yes. This forum have something kinda like you can add a new HTML page. I know it because I've used this forumotion before.

i wont be coding it on this forum.
